The main one though is that, like many of the monsters found throughout the series , Goodra is seemingly based on a real world legend. The Pokemon shares many similarities with a creature called the Lou Carcolh from French folklore; most notably its retractable tentacles and elongated body.
There's also a legendary Japanese creature called the Shussebora which is not too dissimilar to Goodra. One of them consists of Cresselia, which represents the crescent moon, hopes, and pleasant dreams, and Darkrai, which is associated with the new moon and gives people nightmares.
Together, they're known as the Lunar Duo. However, it throws the pairing off a bit having them fit different Legendary statuses. They went extinct long ago but their fossils are used to resurrect them entirely, and really no one bats an eye at this.
Another Mythical that should have its status changed to Legendary is Genesect. Genesect, however, was created by Team Plasma and given cyber upgrades. The anime even shows several Genesect in a group created by Team Plasma. It's pretty clear these things exist and they're pretty ubiquitous. Zoroark shouldn't necessarily be a Legendary, but there is confusion over whether or not it is one.
Zoroark was the main character of a movie, which is a role typically held for Legendaries and Mythicals, and it has been distributed prominently through events in-game, which, again, is typically reserved for Mythicals. Its shady in-game lore, rarity, and hushed status also lend to the idea that it's pretty unique and legendary in the literal sense.
Many, many people have questioned online whether Absol is a Legendary, so the misconception is pretty popular. Part of why people think it's Legendary is probably because of its rarity and the fact that it's rarely seen by human eyes. This has been explained times over in various topics.

Yeah, an improperly trained Uber can really haunt you. I never really bothered to train anyone properly in Sapphire, and I paid for it. Asking why people use legends is like asking why practically every Pokemon Of The Week features a Choice item.
They're useful. Uber-spammers are annoying, but usually they wouldn't know a decent strategy if it Ice Fanged them in the rear, so it's not as if you can't take advantage of that, if you know your stuff. I've beaten Groudon and Darkrai going completely legend-less, let alone Uber-less.
Not to mention power is just as much a part of the game as strategy, you have to balance both. Nevertheless, I do bench Mewtwo on random Wifi when I run into a non-legend team. What can I say, I try to be a good sport to date I've only lost one match on the grounds of strategy, anyway.
But I don't think people should be obligated to do that. Yeah, I'm against using legendaries as well. Uber ones, at least. Although, surprisingly, only one of the random people I've battled on Wi-Fi had a legendary I don't like uber legendaries, but I'm partial to using non uber legendaries.
